INSIDE ARIZONA RESEARCH
At the University of Arizona, our research enterprise is grounded in service, strategy, and impact. A recent update from Lewis-Burke Associates highlights significant shifts in Department of Defense priorities, including a sharp reduction in basic and applied research funding, even as overall defense spending rises.
This document provides more detail. It highlights where we must focus to remain competitive and lead—particularly in areas such as AI and national security. I encourage you to explore the full report and consider how we can help shape what comes next.

Bridge Funding Investment Program
The U of A is committed to sustaining world-class research and ensuring faculty have the support they need to advance discovery and innovation.
Recognizing disruptions in federal funding can pose significant challenges, the RII Bridge Funding Investment Program (BFIP) supports faculty experiencing temporary disruptions in external funding, particularly due to the delays or gaps in funding decisions or other disruptions to active grants. The program aims to ensure the continuation of research projects, including but not limited to, preserving Ph.D. student support.
See the program overview, application process, and evaluation criteria for details. Applications should be submitted to the principal investigator’s dean’s office, and if approved, will then be routed to RII.

THE VIEW FROM WASHINGTON, D.C. |
President Trump Outlines OSTP Vision in Letter to Kratsios *
On March 26, President Trump laid out a strategic vision to advance American innovation and technological policy in a letter addressed to Mr. Michael Kratsios
, Director of the White House Office of Science and Technology Policy (OSTP) and Assistant to the President for Science and Technology. Kratsios was confirmed as the Director of OSTP by the Senate in a 75-25 vote on March 25. In his letter, President Trump emphasized the urgency of maintaining U.S. leadership in critical and emerging technologies, urging Kratsios to usher in a "Golden Age of American Innovation," in which the U.S. achieves unprecedented advancements in innovation and continues to lead “rival nations.”
President Trump called for accelerated research and development in AI, quantum science, and nuclear technology. During Kratsios’ February 23 confirmation hearing in front of the Senate Commerce, Science, and Transportation Committee, he repeatedly highlighted the need for a "whole-of-government approach" to advance these critical technologies and the role of federal agencies, including the National Institute of Standards and Technology (NIST) in setting global standards.
President Trump also called for new paradigms in conducting scientific research by attracting top talent and promoting merit-based advancements. During his hearing, Kratsios emphasized the importance of federally funded early-stage research and development, citing that basic, pre-competitive research is essential for long-term innovation. He also reiterated OSTP’s role in fostering collaboration between agencies, industry, and academia to drive scientific breakthroughs. President Trump highlighted the achievements of his first term, including the AI Intelligence Initiative and the National Quantum Initiative, both of which Kratsios helped create as Chief Technology Officer under the first Trump Administration. In his hearing, Kratsios underscored the importance of workforce development, stating that ensuring a strong pipeline of skilled workers in emerging technology sectors is a top priority. Kratsios also stressed the role of international partnerships in
strengthening America’s technology ecosystem while safeguarding national security interests.
With Kratsios now confirmed, he, along with David Sacks, the White House A.I. and Crypto Czar, will serve as co-chairs of the President's Council of Advisors on Science and Technology (PCAST). PCAST will eventually comprise of up to 24 members “with representation from leading American scientists and technologists from industry, academia, and government.” PCAST is expected to focus on the key areas included in President Trump’s letter, reinforcing OSTP’s new direction in line with the Administration’s vision.
